The Railway Recruitment Cell (RRC) Group D examination, classified formally as Level-1 of the 7th Central Pay Commission, is the largest workforce recruitment drive conducted by the Ministry of Railways.
Group D personnel constitute the backbone of rail safety, track maintenance, carriage overhaul, signaling installation, and station yard operations across all 16 railway zones in India.
What is RRB Group D (RRC Level 1)?
While notifications are centrally coordinated by Railway Recruitment Boards (RRBs), the actual recruitment, physical testing, and departmental postings are executed by regional Railway Recruitment Cells (RRCs) such as Northern Railway, Western Railway, and Eastern Railway.
Successful recruits join as permanent central government employees with complete pension (under NPS), health insurance (Railway Health Services/CGHS), complimentary rail pass benefits, and absolute employment security.

Group D recruitment supplies staff to multiple engineering and operational branches:

Selection Stages & Exam Overview
The selection procedure is rigorous and structured to assess both cognitive basic skills and physical fitness:
- Computer Based Test (CBT): 100 questions comprising General Science (25), Mathematics (25), General Intelligence & Reasoning (30), and General Awareness & Current Affairs (20). Total duration is 90 minutes.
- Physical Efficiency Test (PET): Gender-specific field tests consisting of carrying weighted sandbags over 100 meters without setting them down, followed by a timed 1,000-meter run.
- Document Verification (DV): Scrutiny of matriculation certificates, ITI/NAC documents, caste credentials, and identity credentials.
- Medical Examination: Comprehensive evaluation assessing ocular acuity, colour perception (crucial for track safety), blood pressure, and systemic health.
Eligibility Criteria Snapshot
- Educational Qualification: 10th standard pass (Matriculation) from a recognized board, or National Apprenticeship Certificate (NAC) granted by NCVT, or ITI from institutions recognized by NCVT/SCVT.
- Age Limit: Generally 18 to 33 years for General/UR candidates. Age relaxations apply: +3 years for OBC-NCL, +5 years for SC/ST, and applicable guidelines for PwBD and Ex-Servicemen.
- Medical Standard: Varies by post. Track Maintainers and Assistant Pointsmen require strict A-2 and B-1 medical categories, requiring clear vision without thick glasses and normal colour vision.
Pay Level 1 Salary & Perks
Under the 7th CPC matrix, Group D posts commence at Pay Level 1:
- Basic Pay: ₹18,000 per month
- Dearness Allowance (DA): 50%+ of basic pay (~₹9,000)
- House Rent Allowance (HRA): 10% to 30% depending on city classification (₹1,800 to ₹5,400)
- Transport Allowance: ₹1,000 to ₹1,800 + DA
- Risk & Hardship Allowance: Granted specifically to Track Maintainers Grade-IV (₹2,700 per month) in recognition of outdoor permanent-way hazards.

Promotions & GDCE Departmental Route
Joining at Level-1 does not restrict career advancement:
- General Departmental Competitive Examination (GDCE): After completing initial service periods (typically 2 to 3 years), Group D employees can sit for internal GDCE exams to leap directly into NTPC Level 5/6 posts (Station Master, Goods Guard, Ticket Collector) or Junior Engineer (Level 6) positions based on educational credentials.
- Seniority Hierarchy: Track Maintainer IV → Track Maintainer III (Level 2) → Track Maintainer II (Level 4) → Track Maintainer I (Level 5).
- Apprenticeship Quota: Course Completed Act Apprentices (CCAA) trained in railway establishments receive 20% reservation quota in Level-1 vacancies and exemption from the Physical Efficiency Test (PET).
