Government pay scales are often misunderstood. The salary advertised in recruitment notifications is the starting Basic Pay, not the take-home cash. Learn how Basic Pay combines with allowances and statutory deductions to form your net monthly salary.
1. The 7th CPC Pay Matrix Framework
The 7th Central Pay Commission replaced the earlier 6th CPC running pay bands and grade pay with an intuitive, unified Pay Matrix. The matrix organizes all civil posts across Levels 1 through 14 (and up to Level 18 for Cabinet Secretary):
| Pay Matrix Level | Starting Basic Pay | Equivalent 6th CPC Grade Pay | Typical Designations & Cadres |

| Level-4 | ₹25,500 | Grade Pay ₹2,400 | Tax Assistant, Postal Assistant, Senior ALP, Head Constable |
| Level-5 | ₹29,200 | Grade Pay ₹2,800 | Auditor (CAG), Accountant, Senior Clerk cum Typist |
| Level-6 | ₹35,400 | Grade Pay ₹4,200 | Sub-Inspector in Delhi Police/CAPF, Junior Engineer (SSC JE) |
| Level-7 | ₹44,900 | Grade Pay ₹4,600 | Income Tax Inspector, Central Excise Inspector, ASO (CSS/MEA) |
| Level-8 | ₹47,600 | Grade Pay ₹4,800 | Assistant Audit Officer (AAO), Assistant Accounts Officer |
| Level-10 | ₹56,100 | Grade Pay ₹5,400 | UPSC Civil Services (IAS/IPS Entry), Assistant Commissioner |
2. Major Allowances in Central Government Jobs
In addition to Basic Pay, employees receive statutory allowances designed to counter inflation and operational costs:
Cost of living adjustment linked to the All India Consumer Price Index (AICPI). DA is revised every 6 months (January and July) and applies directly as a percentage of Basic Pay.
Provided when government accommodation is not availed. Cities are categorized into Class X (30%), Class Y (20%), and Class Z (10%) based on population.
Fixed monthly allowance to cover daily commute between residence and office. Employees also draw applicable DA on the Transport Allowance component (TPTA + DA on TPTA).
3. Mandatory Monthly Deductions
Your Gross Salary is subject to statutory monthly deductions:
- National Pension System (NPS): Exactly 10% of (Basic Pay + DA) is credited towards the employee's retirement corpus.
- Central Government Health Scheme (CGHS): Monthly medical insurance deduction ranging from ₹250 to ₹1,000 depending on Pay Level.
- Central Government Employees Group Insurance Scheme (CGEGIS): Life and accident group cover (₹30 to ₹120 per month).
- Professional Tax: State-level tax (typically ₹200 to ₹250 per month, where enacted).
- Income Tax (TDS): Deducted monthly in accordance with the individual's annual tax liability under the chosen tax regime.
