3. Three-Year Maximum Tenure Regulations & Residency Rules
Statutory tenure ceilings under the Government of India Residency Scheme and annual appraisal protocols.
Appointments to the posts of Senior Resident, Senior Medical Officer, and Junior/Senior Demonstrator at PGIMER Chandigarh are strictly regulated under the Residency Scheme formulated by the Ministry of Health and Family Welfare (MoHFW). Key service parameters include:
- Initial Engagement & Annual Extensions: The tenure is initially sanctioned for a period of one (01) year, extendable on an annual basis up to a strict maximum ceiling of three (03) years subject to satisfactory departmental work performance and clinical assessment.
- Deduction of Prior Senior Residency Tenure: Candidates who have previously served as a Senior Resident in any Central Government Hospital, State Medical College, AIIMS, JIPMER, or other public healthcare institution will have that prior service duration subtracted from the 3-year maximum limit. A candidate who has already exhausted 3 years of Senior Residency elsewhere is ineligible to apply.
- Resignation & Notice Period: Doctors appointed under this scheme who wish to resign prior to completing their tenure are obligated to serve a mandatory one month's written notice or deposit one month's salary in lieu thereof, ensuring patient care continuity is not disrupted.
- Code of Conduct & Private Practice Prohibition: All appointees are full-time institutional employees. Engaging in any form of private medical practice, consulting, or external fee-earning clinical employment during the tenure is strictly forbidden under the Central Civil Services (Conduct) Rules.
4. Non-Practicing Allowance (NPA) & Central Allowances Matrix
In-depth breakdown of basic pay, NPA calculation, and monthly take-home benefits for medical appointees.
Medical doctors appointed to Pay Level 11 positions (Senior Residents, SMOs, and Medical Demonstrators) are entitled to comprehensive central government benefits under the 7th Central Pay Commission:
Non-Practicing Allowance (NPA)
Calculated at 20% of the Basic Pay subject to the statutory condition that Basic Pay plus NPA does not exceed ₹2,37,500/- per month. For an initial basic of ₹67,700/-, NPA accounts for ₹13,540/- per month. NPA counts as basic pay for calculation of Dearness Allowance (DA).
DA, HRA & Institutional Accommodation
Dearness Allowance (DA) is paid at the prevailing Central Government rate. House Rent Allowance (HRA) is admissible at 18% for Chandigarh (Class Y city) unless institutional residential quarters/hostels inside PGIMER campus are allotted. Appointees also receive Transport Allowance and subsidised medical care under Institute Health Scheme.
5. Computer Based Test (CBT) Blueprint & Scoring Dynamics
