Departments, Cadre Structure & Posting Preference

Assistant Executive Engineers appointed through this examination are inducted as Group 'A' Gazetted Officers in the Odisha Engineering Service Cadre under the Government of Odisha. The cadre allocation differs across the two disciplines:

Civil Engineering Postings

Three State Government Departments:

  • Water Resources Department (DoWR): Nodal administrative department for river basins, irrigation canals, and flood control works.
  • Works Department: State roads, bridges, infrastructure corridors, and public buildings.
  • Housing & Urban Development (H & UD) Department: Urban water supply, municipal drainage, sewerage, and urban infrastructure.

⚠️ Mandatory Choice of Department: In the online application form, AEE (Civil) candidates must indicate their department preference. Once exercised, this choice cannot be altered under any circumstances.

Mechanical Engineering Postings

Water Resources Department:

All 8 Assistant Executive Engineer (Mechanical) vacancies are exclusively stationed under the Water Resources Department. Appointees will supervise heavy mechanical machinery, barrage gates, lift irrigation mechanical systems, pump installations, and workshop maintenance across Odisha.

📌 Cadre Governing Rules: Recruitment is governed by the Odisha Engineering Service (Methods of Recruitment and Conditions of Service) Rules, 2012 and Amendment Rules, 2023.

OPSC AEE Educational Qualification 2026

Candidates must possess the requisite degree qualification as on the date of submitting the online application. Unrelated engineering specializations are strictly ineligible:

Post Designation Prescribed Academic Qualification

Core Selection Parameter

OPSC AEE GATE Score Requirement & Eligibility Conditions

Because OPSC evaluates candidates purely on merit without a written exam, possession of an authentic, valid Graduate Aptitude Test in Engineering (GATE) score in the relevant subject code is mandatory:

Post Designation Mandatory GATE Subject Paper Permissible GATE Years
AEE (Civil) Civil Engineering (CE) only GATE 2024, 2025, or 2026
AEE (Mechanical) Mechanical Engineering (ME) only

Crucial GATE Scorecard Verification Rules (Para 4 of Advt):

  1. Three-Year Validity: A GATE score is valid for 3 years; hence, scorecards of GATE 2024, GATE 2025, and GATE 2026 only will be accepted.
  2. Category-Specific Qualifying Cutoff Condition: A score is deemed valid only if the candidate's GATE mark is equal to or higher than the qualifying mark of his/her category/sub-category printed on that GATE Scorecard.
Official Notification Example: If an SEBC candidate has a GATE score of 32.5 marks in GATE 2025, but the qualifying mark for OBC-NCL is 33.3 on the scorecard, that candidate is NOT eligible for selection.
  3. QR-Coded Scorecard Mandatory: Only the original QR-Coded GATE Score Card is acceptable. No raw mark sheet or web result printout will be entertained.
  4. Single Scorecard Submission: If a candidate holds qualifying scorecards from multiple permissible years (e.g., both 2024 and 2025), they must choose and upload only one year's scorecard upon which their merit will be calculated.
  5. Annexure-I Affidavit: Candidates must submit a formal sworn Affidavit (in the proforma prescribed in Annexure-I of the advertisement) affirming the genuineness of the uploaded GATE scorecard.
  6. Live Portal Login Verification: OPSC reserves the statutory right to verify GATE credentials by asking candidates to log into the GATE organising institute's online portal during Document Verification. Candidates must keep their Enrolment ID and password accessible.

Route A: Middle School Examination

Passed Middle School Examination with Odia as a language subject.

Passed Matriculation or equivalent examination with Odia as the medium of examination in a non-language subject.

OPSC AEE Application Fee 2026

💰 Application & Examination Fee: Exempted (₹0 / Nil)

As formally declared under Paragraph 6 of OPSC Advertisement No. 13 of 2026–27:

“EXAMINATION FEE: Not applicable as the recruitment is conducted through GATE Score.”

All applicants across all categories (Unreserved, SEBC, SC, ST, PwD, Women, Ex-Servicemen) are completely exempt from paying any examination or registration fees for this recruitment drive.

Merit Compilation Methodology

OPSC AEE Selection Process & Weightage Formula 2026

In complete departure from traditional civil service recruitment exams, OPSC does not conduct any written test for this cadre. The evaluation follows a transparent two-stage evaluation:

Selection Stage Score Contribution / Weightage Evaluation Scope
Stage 1: Valid GATE Score 90% Weightage Calculated mathematically from the uploaded valid QR-coded GATE scorecard.
Stage 2: Viva Voce / Interview 10% Weightage In-person oral interview testing engineering aptitude, domain knowledge, and personality.
Composite Final Score 100% Total Final select list published strictly in order of merit.

Shortlisting Methodology:

  • Document Scrutiny: OPSC will invite candidates for Document Verification in a phased manner strictly in order of their calculated GATE merit.
  • Interview Calling Ratio: Candidates possessing all verified valid credentials will be shortlisted for interview at approximately 2 (two) times the advertised vacancies in each category, subject to a minimum of 5 (five) candidates.
  • Tie-Breaking Principle: If multiple candidates secure identical aggregate marks (GATE 90% + Interview 10%), merit will be decided based on higher marks obtained in the Interview. In case of a further tie, the candidate older in age will be placed higher in the merit list.

ℹ️ Important Clarification Regarding Written Examination

Candidates should note that there is NO written examination, preliminary screening test, or main conventional paper conducted by OPSC for Advertisement No. 13 of 2026–27. Aspirants should ignore unofficial rumours or false syllabus notices claiming a written test. Your Graduate Aptitude Test in Engineering (GATE) score serves as the complete academic qualifying parameter.
