Educational Qualification & General Eligibility Norms
Common Essential Academic Qualification
For all advertised posts across Assistant Director, Technical Manager, and Technical Assistant cadres, candidates must possess:
• B.E. (Computer Science / Information Technology)
• B.Tech (Computer Science / Information Technology)
• M.Sc. (Computer Science / Information Technology)
• MCA (Master of Computer Applications)
The qualifying degree must be from a University or Institute recognized by the Government of India / approved by statutory regulatory bodies (UGC/AICTE), with a minimum of 55% marks or an equivalent grade. Qualifying degree examination results must have been formally declared on or before the closing date: 02 November 2026.
Post-Qualification Experience Counting Rules (Clauses 12, 13 & 14)
- The period of experience shall be reckoned strictly on a post-qualification basis (i.e. acquired after completion of the qualifying academic degree).
- Not Counted: Experience rendered on a part-time basis, daily wages, visiting faculty, or guest faculty basis will NOT be counted while calculating valid experience for shortlisting.
- Relevant employing organizations include PSUs, Central/State Universities, recognized Educational Institutions, Government of India organizations, Autonomous Bodies, or reputed IT/AI corporate organizations.
- Prescribed Certificate Format: Candidates must produce experience certificates in the prescribed proforma issued by the Head or Authorized Signatory of the organization, clearly mentioning the exact duration (date, month, year), basic pay, pay scale, 7th CPC Level Matrix / consolidated pay, and specific nature of duties performed.

Selection Process & Shortlisting Discretion (Clauses 23 & 24)
Candidates should note that mere possession of the minimum prescribed qualifications and experience does not automatically confer any right to be called for interview or examination.
Official Shortlisting Guidelines:
• The University reserves the right to shortlist candidates on the basis of academic merit, experience credentials, written recruitment test / Computer-Based Test (CBT), and/or skill test, as deemed appropriate.
• If a large volume of applications is received, IGNOU may fix higher screening criteria (benchmarking qualification percentages or specialized experience years) to shortlist candidates.
• Written Test Activation: If the University decides to hold a written recruitment test, options for choosing examination centres and display of the detailed syllabus will be activated on the University website. No exam pattern, question count, or syllabus has been pre-fixed in the advertisement.

Government / PSU Employee NOC & Vigilance Clearance (Clauses 9g, 15 & 16)
• No Objection Certificate (NOC): Candidates currently employed in Central/State Government, UT Administrations, or PSUs must submit a No Objection Certificate (NOC) from their employer at the time of document verification or when asked to upload. Failure to produce NOC will lead to cancellation of candidature.
• Vigilance / Criminal Clearance: Employees applying through proper channel must provide a certificate stating that no vigilance or criminal case is pending or contemplated, along with details of penalties/fines (if any) imposed during the preceding 3 to 5 years.
• Candidates not currently in government service must submit an undertaking/self-declaration confirming that no criminal case is pending against them.
Place of Posting (Clause 9i)
Upon appointment, selected candidates are liable to be posted at IGNOU Headquarters in New Delhi or at any of the IGNOU Regional Centres (RCs) or Regional Evaluation Centres (RECs) spread across the country, according to operational requirements.
Common Mistakes Candidates Must Avoid

- Counting Pre-Degree Experience: Only experience gained after obtaining the qualifying degree is eligible.
