A staggering percentage of shortlisted candidates face rejection or provisional withholding at the Document Verification (DV) stage due to outdated certificate formats, missing validity clauses, or minor clerical discrepancies. Use this master checklist to prepare well in advance.
1. Online Application vs Document Verification Documents
Candidates must clearly differentiate between documents required during the initial online form submission and the full dossier required during physical Document Verification (DV):
Phase 1: Online Application Stage
- Recent passport-size color photograph (JPEG, 20–50 KB).
- Clear scanned signature in black ink (JPEG, 10–20 KB).
- Aadhaar Card / Photo ID number.
- Matriculation roll number and board name.
- Category certificate number and issuing date (if claiming quota).
Phase 2: Physical Document Verification (DV)
- Original certificates + 2 self-attested photocopies of each.
- Original Matriculation certificate (proof of DOB).
- All semester mark sheets and Degree/Diploma certificates.
- Caste / EWS / PwBD certificates in prescribed Central Government proforma.
- Employer NOC, Discharge Book (ESM), and Identity Proofs.
2. Complete Verification Checklist: Item-by-Item Breakdown
The Class 10th (SSLC / Matriculation) Board Certificate is the single supreme record accepted as proof of your legal name, parents' names, and date of birth. Birth certificates issued years later are not accepted in lieu of 10th certificates.
Original 12th standard mark sheet and passing certificate showing stream (Science, Commerce, Arts) and subject-wise marks.
Consolidated mark sheet or all individual year/semester mark sheets, along with the original Degree Certificate. If the convocation degree has not yet been awarded, produce an authentic Provisional Degree Certificate signed by university authorities.
Must clearly state that the candidate does not belong to the Creamy Layer. Crucially, the community must be included in the Central List of OBCs maintained by the National Commission for Backward Classes (NCBC). State-list OBC certificates are rejected for Central posts.
Must be issued on or before the crucial closing date of the recruitment notification. Verify that the certificate mentions both the Financial Year of Assessment (the prior year's income) and the Valid Year.
Must be in the prescribed Central Government format issued by a competent revenue authority (District Magistrate, Additional DM, Sub-Divisional Magistrate, or Tehsildar). SC/ST certificates generally do not expire.
3. Dealing with Name Discrepancies
A common panic point is finding minor spelling variations across records (e.g. "Kumar" missing on a graduation degree or father's initial expanded on Aadhaar). The established legal solution is to obtain an Affidavit sworn before a First Class Judicial Magistrate or Notary Public stating that both names refer to one and the same person. Carry the original affidavit with supporting identification to Document Verification.
